1. Registry to waive office objections and register the matter.

Mr. Desai, learned Counsel for the Respondent, submits that the file is sought to be inspected not by the Petitioner in person but by a representative of the Petitioner, i.e. Dinesh Naik, who has produced a letter of authority from the Petitioner. Mr. Om D'Costa, learned Advocate representing the Petitioner, submits that the Petitioner is presently out of station and would return only on 28.02.2026, and it is under these circumstances, since the Court insisted on the inspection being completed by today, that the letter of authority was issued to the representative.

3. Considering these circumstances, the inspection of the file will be given by the Executive Engineer, Projects Cell, Goa Tourism Development Corporation, (Public Information Officer). It is made clear that in the normal course, it would be the applicant who would have to personally inspect the file; however, considering the special circumstances put forth by Mr. Om D'Costa, the learned Advocate appearing for the Petitioner, the inspection is permitted to the holder of the letter of authority, Shri Dinesh Naik. Considering that the inspection is being granted to the authorised signatory today, Shri Om D'Costa, appearing for the Petitioner, on instructions, seeks to withdraw the Petition.

Consequently, the Petition stands dismissed as withdrawn. VALMIKI MENEZES, J.
